John Ostrem, lead scientist at PalmSource, promised that the move would "advance the development of Linux-based products" by building on the Linux expertise that PalmSource gained with its recent acquisition of China MobileSoft.

CELF was established in June 2003 by Matsushita Electric Industrial, Sony, Hitachi, NEC, Royal Philips Electronics, Samsung Electronics, Sharp and Toshiba. It currently has over 50 members.
